Grace’s sample assessment

What the rules engine found for Grace’s made-up answers: the paths it examined, what each one needs, and what it couldn’t decide.

Grace, an AI-generated fictional character

Released at once, or held for a lawyer?

Our lawyers approve the rules an assessment is released on. Routine ones are released at once; anything unusual waits for a lawyer first, and so does anything resting on a rule a lawyer has not approved yet. Here is what would happen to this one.

Held for a lawyer

A real applicant with these answers would wait for a lawyer to review the assessment before seeing it, because:

  • Some requirements need professional judgment.

This made-up sample wasn’t sent to a lawyer as an assessment: the hold shows what would happen for a real applicant.

Pathways examined

Grace’s sample report says: “You want to explore: Intra-company transfer (transfer an employee from our company abroad). We checked what you told us about your company and your worker against 17 requirements for your goal. Here’s what we found: 11 appear to be met, 2 need more information and 4 need a lawyer to look closer.”

  1. International Mobility Program: intra-company transferees [R205(a), codes C61, C62, C63; formerly C12]A lawyer looks closer

From what you told us, 10 of 10 requirements checked appear to be met. A lawyer needs to look closer at: Ownership and control thresholds for subsidiaries and affiliates; Explain why the worker must be in Canada; Pay at least the prevailing wage (a firm floor for specialized knowledge); and 1 more.

  2. International Mobility Program: intra-company transferees, specialized knowledge [R205(a), code C63]We need a bit more info

From what you told us, 0 of 1 requirement checked appear to be met. We still need to confirm: Specialized knowledge: advanced company-specific knowledge and advanced expertise.

Four different questions

Eligible, competitive, up to an officer, and what to file

Meeting the entry requirements isn’t the same as being chosen. The sample keeps apart what the law requires, how a program ranks people, what an officer decides, and what the application itself needs. Every requirement the report checked is in one of the four.

Legal eligibility

What the law and the program’s rules ask of this person before they can apply.

  • 2 for a lawyer to look at
  • 1 needs more info
  • 9 look good
  • Specialized knowledge: advanced company-specific knowledge and advanced expertiseNeed more info · International Mobility Program: intra-company transferees, specialized knowledge [R205(a), code C63]Official source
  • Ownership and control thresholds for subsidiaries and affiliatesA lawyer will look closer · International Mobility Program: intra-company transferees [R205(a), codes C61, C62, C63; formerly C12]Official source
  • Pay at least the prevailing wage (a firm floor for specialized knowledge)A lawyer will look closer · International Mobility Program: intra-company transferees [R205(a), codes C61, C62, C63; formerly C12]Official source

Selection competitiveness

How the person would rank against other candidates, where the program ranks them at all.

This program doesn’t rank applicants against each other, so there is no score to beat.

Discretionary outcomes

What an officer weighs and decides beyond the checklist.

  • Explain why the worker must be in CanadaA lawyer will look closerOfficial source
  • The transfer must bring a significant benefit to CanadaA lawyer will look closerOfficial source

Applying and filing

How to apply, what to file and what it costs: not whether the person qualifies, but what the application needs.

  • 1 needs more info
  • 2 look good
  • Faster processing: TEER 0 or 1 jobs without an LMIA, applied for online from outside CanadaNeed more info · Global Skills Strategy: 2-week work permit processingOfficial source

What’s missing or uncertain

For a lawyer to judge

  • Ownership and control thresholds for subsidiaries and affiliatesInternational Mobility Program: intra-company transferees [R205(a), codes C61, C62, C63; formerly C12]Official source
  • Explain why the worker must be in CanadaInternational Mobility Program: intra-company transferees [R205(a), codes C61, C62, C63; formerly C12]Official source

Still to confirm

  • We need evidence of both advanced knowledge of your company's own products or processes and advanced expertise, such as training records, project history and years with the company.
  • We need the job's NOC code and to know whether the worker will apply online from outside Canada, which Global Skills Strategy faster processing requires.

What’s working for you, and what’s in the way

Here’s what the rules say, based on your answers.

Working for you

  • The role appears to be executive, managerial or specialized knowledge, as transfers require; before applying, confirm this with job descriptions and organization charts.
  • The companies appear to have a qualifying parent, subsidiary, branch or affiliate relationship; before applying, confirm it with ownership and control documents.
  • Your Canadian company appears to be actively doing business with staff in Canada; before applying, confirm this with tax, payroll and premises records.
  • Your Canadian business appears to operate from commercial premises, which transfers require; before applying, confirm this with your lease and photos.
  • The worker appears to work for the foreign company now in a way IRCC accepts; before applying, confirm this with payroll records or the contract.
  • The worker appears to have at least 1 continuous year of full-time work in a similar role with the foreign company in the last 3 years.
  • The Canadian job appears to be in the same capacity as the worker's current job abroad, as transfers require.
  • The worker's position abroad appears to stay available for their return, which supports the temporary nature of the transfer.
  • The worker appears to have time left under the 7-year (executives and managers) or 5-year (specialized knowledge) limit on transfer time in Canada.
  • The worker appears able to apply from where they are now, from outside Canada or from inside Canada with their current permit.
  • The worker may qualify for Global Skills Strategy processing, which IRCC aims to complete within 2 weeks (although IRCC says it will probably take longer for now), if they apply online from outside Canada with a complete application after you submit the offer of employment and pay the employer compliance fee in the Employer Portal (unless exempt).

In the way

  • Nothing so far from what you told us.

Still need to know

  • We need evidence of both advanced knowledge of your company's own products or processes and advanced expertise, such as training records, project history and years with the company.
  • We need the job's NOC code and to know whether the worker will apply online from outside Canada, which Global Skills Strategy faster processing requires.

What we assumed

What this assessment took as given. If any of it is wrong, change your answer and we’ll prepare a fresh one.

  • We checked your answers as they stood on November 1, 2026, against the rules in force then. A change announced after that day isn’t included here.
  • If we couldn’t tell whether a requirement applies to you, we kept it in view. That means one requirement here may turn out not to concern you.
  • One answer you wrote in your own words was not read by the rules: they only read the questions with set answers. A lawyer reads what you wrote.

Documents & dates

Dates come from the saved facts and applicable rules. Confirm them against your records.

Documents to gather

Based on your answers, these are the documents the government requirements ask you to gather. We’ve grouped them by program so you can work through them.

International Mobility Program: intra-company transferees [R205(a), codes C61, C62, C63; formerly C12]

Temporary Foreign Worker Program and International Mobility Program: information on workers' rights at hiring (IRPR 209.2(1)(a.1) and 209.3(1)(a.1))

  • Give the worker the Government of Canada rights guide by their first day of workTo gather

By the worker's first day of work under each permit, give them the Government of Canada rights guide in their chosen official language, and keep it available in English and French.

Application stage: Confirm the personalized checklist Confirm the application stage against this program’s current personalized document checklist.

Official source: Immigration and Refugee Protection Regulations (SOR/2002-227), section 209.2

International Mobility Program: employer offer of employment and compliance fee

  • Signed employment agreement and no fees charged to the workerTo gather

Before submitting the offer, sign an employment agreement matching it in the worker's chosen official language, give them a copy, and never charge them the compliance fee or recruitment fees.

Application stage: Confirm the personalized checklist Confirm the application stage against this program’s current personalized document checklist.

  1. Next priority

Please confirm, for Global Skills Strategy: 2-week work permit processing: Faster processing: TEER 0 or 1 jobs without an LMIA, applied for online from outside Canada.

We need the job's NOC code and to know whether the worker will apply online from outside Canada, which Global Skills Strategy faster processing requires.

Sharing
No access is granted by downloading this report. Sharing with an advisor requires your separate, explicit permission.

The dashboard, downloadable PDF and consented advisor copy use this same saved assessment. New facts or rule changes require a new version; an earlier version stays intact.

Action ranking: Recorded status deadlines and conflicting evidence come first, followed by missing eligibility facts, applicant-controlled improvements, documents and dependent opportunities. Applicant-reported dates still need document verification. The size of a hypothetical points gain is not a probability or the sole ranking factor. Costs and completion times are not estimated without a source.

This is a starting point, not a decision. It is based on your recorded answers, before document verification. Only the competent government authority can decide an application.

We use Government of Canada and provincial or territorial government pages for immigration requirements and published figures. We calculate your estimates from your answers. Our own guides and Marketplace listings are labelled separately. We never use lawyers’, consultants’, forum or news sites as sources.

Good to know

  • Transfer permits last up to 1 year for a new office, and up to 3 years at first for executives, managers and specialists, with 2-year renewals up to 7 or 5 years in total.
  • Keep the worker in the role, level and duties in your offer of employment; a promotion or change of transfer category needs a new offer and work permit first.
  • In the offer of employment, use code C62 for executives and managers, C63 for specialized knowledge or C61 for opening a new office; these codes replaced C12 in December 2022.
  • IRCC updated and clarified its intra-company transfer instructions in October 2024, so older advice may be out of date; we assess your transfer under the current instructions.
  • Once a work permit based on your offer or LMIA is issued, you must meet the employer conditions for the whole employment period, including any time the worker keeps working on maintained status.
  • Before each worker starts, and at every renewal, check that their permit allows this job with you; employing someone without authorization is an offence, and failing to check counts as knowing.
  • Before the worker applies, submit an offer of employment in the Employer Portal, pay the $230 employer compliance fee, and give the worker the offer of employment number.
  • Each application, including each renewal, needs its own offer and fee; copy the worker's passport details exactly, and the fee is refunded if the permit is refused.
  • Plan for the $230 employer compliance fee, the worker's $155 work permit fee and $85 biometrics fee if needed, and $155 plus $100 if a spouse applies for an open work permit.
  • Rules, programs and how people are selected can change, sometimes quickly.
  • Meeting the minimum requirements doesn’t guarantee an invitation or an approval.
